Bios fan options

So on my hp spectre laptop when I enable "fan always on" in this bios it actually just does the opposite and turns off my fan completely. This makes zero sense to me why it's doing this.

First guess is faulty BIOS or CMOS memory. Try a CMOS clear if it is accessible on the laptop.

You can try to load optimized defaults but it won't have the same effect
