System won't post with PCI riser installed.

I have an intel atom desktop board and am using a PCI Network card (NOT PCIe). It's for a pfsense router so that's why I'm using obselete hardware.

 

The system works great with the network card directly in the slot but with the riser installed it won't post. In fact it won't post even with nothing inserted into the riser. I tried the riser in another system with a PCI slot and that too wouldn't post.

 

So basically my riser is bad but I need to know why as I'm thinking I might have the wrong riser as opposed to there being a fault with it. I don't think I'm inserting it into the slot the wrong way as the seller said that the card should point towards the cpu, meaning it is for 5V keyed slots.

 

Attached is the picture of the riser I'm using.

 

If anyone knows anything about how PCI works that I have overlooked then please let me know.

Could you try another riser than that one? If it's faulty to any PC you connect to, means there's short or something (that we wouldn't know) and you really should avoid using that.

 

I'd change to another riser tbh than to hassle with the one that obviously being defective.
