Freeze to no POST

Motherboard: Gigabyte Z390 Gaming x

CPU: i9-9900k

GPU: Asus Strix RTX2080ti

RAM: Corsair Vengeance LPX 16GB*4

PSU: Corsair RM850i

OS: Windows 10 64bits

I have tried swapping out the graphic card with a working one, reseating all the rams, try with only 1 ram stick. The motherboard LED says the VGA is the faulty one but 

I've checked by plugging in a different working GPU and it still reports the same error.
