Low FPS with 2060

I recently bought a Quest 2 and have been trying to play Phasmophobia and Beat Saber but I've been getting around 20-30fps and 40-50fps respectively and have read that other people have been having much better results so I'm just wondering what the issue could be. I have the lowest settings possible in both.

After this I tried playing Phasmophobia just normally and still topped out at 45fps with the lowest settings.

 

Specs:

i7-7700

RTX 2060

32gb DDR4 3200MHz

Z170-A Pro

EVGA 600W

 

Any help would be appreciated!

Made the discovery my GPU clock is stuck at 300mhz and won't go higher, when idle and in a game.

That's the idle speed for Turing cards. My 2060 Super is at 300 MHz right now because nothing is happening. Apparently, your computer isn't properly registering that you're in a 3D application that needs GPU power.

 

What are your power settings for Windows and in the Nvidia Control Panel?
