Help - screen tearing

For the first time I decided to open up BIOS since my pc fan was at a constant speed of 0 when clearly I could see the fan moving. When I opened up BIOS the display was not scaled to my monitor making it impossible to see the other options so I decided to restart my computer and try again only to be welcomed to a similar screen teared display like the one I had seen in BIOS that was zoomed into one side of the desktop screen. I have no idea how to fix this issue and help would be appreciated.
