2060 low GPU usage, stability issues. Help please!!!!

Hi everybody, I've recently purchased an RTX2060 and I have been having some issues with it since I bought.

At first I was running a cheap 450W PSU and assumed I was having stability issues because of it; after a week of purchasing the gpu I bought a Corsair RM750x assuming this would solve my issues.

little did I know, a few days after getting everything put together, a started having stability issues again, got an OSD to track my stats and realized I was having low GPU usage; my GPU normally sits at low 90s or maximum 97% but tend not to stay there for long, which I don't get!

I mainly play rocket league (I know it is not a really intensive GPU game) but still have really big usage drops from about 90% to as low as 20/30% sky rocking my CPU usage to 100%. Also tried the Flight simulator 2020 which I've heard is pretty intensive on GPU and results were about the same. Lastly decided to try Fortnite with everything maxed out including RTX and didn't have much of a difference.

This is my first build and I'm pretty new to the whole trouble shooting and all, but I feel like my GPU somehow is bottlenecking my CPU (I5-9400), but found out they are actually a really good match, therefore my cluelessness on how to fix the issue. I've tried as much as I can think of, from updating as many drives as I could think of, following some youtube tutorials, re-installed windows, active the XMP but still have similar results

I'll drop my system specs down below:

Intel I5-9400

Asus GeForce RTX 2060 Dual EVO OC 6G

16Gb of Corsair Vengances running on dual channel

Gigabytes B365M D3H MOBO

Corsair RM750x

Gigabyte Wireless-AC Dual Band

and an Asus 3d vision 144hz monitor (VG248)

Any help would be really appreciated since I've finally got myself a GPU after 5 months of trying and I'm not sure on whether it is faulty or not or what should I do. I'll attach some photos of the OSD.

Also I'd like to add that both the CPU and MOBO were sitting for about 1/1.5 years without use, they were parts for an office desktop which managed to get my hands on them as they hadn't been used at all (or minimal use but not much, that i know of at least!) and were going to be disposed!
