Weird weird noise

Hey, guys!

I have a proooblem. My pc (I think it's the motherboard) is doing a weird noise like static or something alike. It happens mostly while I'm scrolling, but also when I start up an app, just not that loud. 

(Its not the gpu or wificard orrrr any fan)
