Low gpu usage at gta 5

Hello, i have came to a problem at low gpu usage, on gta 5, i have set high priority in task manager but still the same problem my cpu usage is at 90-95% but gpu is 0-2%, no matter what i tryed making it use 3 gb vram still same, no diffirence between 1 gb vram and 3 gb vram, tryed setting all settings to low, all to very high nothing changes. Specs:Intel i5 6600 3.3 gpu geforce 960 4gb

and this happened for first time after 1.6k hours on steam, so there shouldn't be any bottlenecks or something like that.
