Case Fans Not Working

So I've had my PC for a couple of months now and out of the blue one of the case fans stopped working. I did a restart and that got it working, but at a much slower pace. I tried unplugging the system fans from the mobo and plugging them back in but that only made the bottom one wobble.

 

(case is the DeepCool Matrexx 55 mesh)
