I'm kind of new so I wanted to know if things seem off or if I should upgrade any of the components.

 

Note: Right now I have a second hand GTX 980 but I plan to get a RTX 3070 or 3080 (depending on availability) when I can get my hands on one.

Seems pretty good!

Only thing I would do is instead of having a sata drive I would put an sn550 in your lower m.2 slot, as NVME has higher speeds.

Seems like a good idea, might just take the second drive off the list for now and get the 2tb version of this drive when I can fork out the extra cost. Seems the NVME will be worth if I'm putting games on it.

Compared to the 860 EVO 2TB, it literaly costs 10% more. It might not make a world of a difference in your use case, but it will make a somewhat significant difference and the price gap is small

It's not that useful for gaming. It would be a big help for programming and doing builds, since that involves a lot of random 4K.

It might be because I'm in Austraila, but I can get the Samsung drive for ~260 while the sn550 2tb comes at around 360

For gaming, you're good with pretty much anything over 6 cores. For programming, you want all the cores, as many as are reasonable for your budget. The 10700K is more than adequate for gaming purposes, but for the programming purposes you'd be much better served by a 5800X or higher, and it will be as good if not better in games as well.
