as the title suggest i want to upgrade a rig.

I was thinking i could sell the ram mobo and cpu for 200-300$ and buy this

Only thing, is that the motherboard supports only up to 2933Mhz RAM. You could save ~$1 by going with this instead:

Maybe consider a b560 board for ram Overclocking. 
There is a decent performance difference between 2666 (highest possible ram speed on b460) and 3200MHZ RAM (around 10 - 20%)

2933 is max for i7 and i9, the max for i5 and i3 is 2666mhz on b460

also at that point it just comes down to which ram looks better
