Premiere Pro Preview Window bug

I want to continue editing my own Videos for my YT Channel an when i started editing and went over to the next frame suddenly this Happens in my Preview Window (Vid is enclosed(Vid is a bit laggy)). And P.S. can anyone tell me how i can remove this In/Out "Box" in the timeline.

Systemspecs:

CPU:AMD Ryzen 7 2700X

Graphics Card: Sapphire Radeon HD 6790

RAM:Corsair Vengance 16GB(Two 8 GB sticks) 3066MHz

Mainboard:Gigabyte B450M DS3H V2
