Hey guys, it's been a while. I'm hoping someone can give me advice on a new build, or what components I can upgrade to bring it up to date.

Case: Corsair 280X Crystal
CPU: i5 6600K
CPU Cooler: Noctua NH-L9i
GPU: Sapphire Radeon R9 390
Mobo: Asus Maximus VIII Impact
PSU: Corsair RM650X
RAM:
16gbDDR4G.Skill RipjawV, 2400MHz
Storage:
480gb Kingston SSD, 2TB WD Blue
Case Fans:
2 x beQuiet PureWings 2 120mm
2 x Corsair Air Series AF120
2 x Corsair 280x stock case fans?
I've also got a few other parts from my first build like a Dark Rock Pro 3 and an Asus Sabertooth Z170S. I tried to make a mini ITX build in a Node 202 but it ended up being way too loud so I've still got that case too.
It's only started recently with Fallout 4 and Metro Exodus, but the games will lag and stutter quite a bit in dense areas, so I'm assuming that's my CPU maxing out. When I play RDR2 the CPU easily gets up to 90⁰C+, but I can't fit the DRP3 into my current case.
Can anyone please advise on a decent build? I want it games to run at high settings but I also want it to be quiet as it's very loud at the moment. My display is 2560 x 1440.
I also have no preference when it comes to AMD or Intel. I'm not great with computers but are the Ryzens better than most Intel CPUs?

Using performance metrics from PugetSystems, they found that the higher the core count the better when it comes to Rendering performance in Solidworks, while the 10900k still seems to be the best in terms of Modeling performance due to Solidworks love for faster core clock speed, AMD's 5000 series basically smoked the Intel lineup in actual full render tests, with basically everthing but the opening times of the application being an AMD win.
The difference however between the AMD CPUs was minimal so something like a 5800X would be more than good for what you need.
So with that being the case. I will make this suggestion, keep everything EXCEPT the Motherboard, Ram and CPU. The Ram you will want to replace with at least a 32GB 3200MHz CL16 kit, preferably 2x16GB sticks as this should allow you to upgrade to 64GB if you need to. The motherboard and CPU obviously will need to be replaced.
In terms of the GPU, due to the current high demand and low supply of graphics cards, it is probably best to keep the R9 390, while it isnt a modern card, at least it is a card you have on hand.
