for 1080p 60fps, i think even a 1060 6gb should be enough in those but as you have a much higher budget coupled with a 240hz monitor i would probably get the 3070 to get the best out of it.

i meant the story games with 60+ fps at least and i mostly play apex legends  and my monitor is 240 hz so i need  the least with which i can get on an average the best fps i can on my pc,

as for prices thZOTAC Gaming GEFORCE RTX 3060Ti Twin Edge 8GB GDDR6 Graphic Card ( ZT-A30610E-10M) at 799$ in my region
and the Zotac Gaming GeForce RTX 3070 Twin Edge OC White Edition 8GB GDDR6 Graphics Card, IceStorm 2.0 Advanced Cooling, White LED Logo Lighting (ZT-A30700J-10P) at 855$

so the price made me thinking of buying the 3070 or if you can recommend any used card i can try for 1080ti or 2060s something like that but if it can fulfill my fps need.

You can look into used 2080 Ti's which sell for around $900 sometimes $800. Turing generally scales better than Ampere at lower resolutions as well

Do bear in mind that Haswell is a pretty significant bottleneck at 1080p in modern titles with any high end GPUs as well
