robot white xbox controller bluetooth issues

On usb everything is perfect, but on bluetooth  all inputs are messed up when playing steam games, I can map buttons in emulators

controller is xbox one series robot white and using ele-gate bluetooth dongle, fresh windows 10 install and still the same issue, firmware on controller updated, and no solution, has anyone run into this problem? any help is very much appreciated
