i have an old rosewill blackhawk ultra case and i want to replace the 3pin 230mm fans in the case, as well as the 3pin 140mm fans
i think i have space for 3 140mm on top, 2 on the front, 2 on the hdd cage, and 1 on the back, so 8 140mm's, correct me if im wrong

i want to have rpm control, and full unicorn barf option (though i'll generally set it for steady while im using it)
what are my options for fans and i assume i'll need fan power blocks and rgb block

current specs: MSI gaming edge wifi b550, R5 3600X, gtx 1070

3x140mm top or 1x140mm top if psu mounted at top, 3x140mm bottom or 1x140mm bottom if psu mounted at bottom, 2x140mm front, 1x140mm rear

and 9x120mm on side mesh if you are insane

 

looks like 7x140mm to me. 

your motherboard has 2x 4pin 12v RGB and 2x 3pin ARGB headers so you have options. and 6x4pin PWM fan headers 

 

cheaper option: 58$ for 3pack of 140mm pwm ARGB controlled fans. 2 sets of these should give you front, top and rear and can be chained together so all your RGB is on one header.

would be 8x140mm without any on the bottom which im not gonna do bottom ones because im planning on making my own PSU shroud to hide the wires

I would do 6, push pull for the hdd cage is totally unnecessary if you want the look it could work but it won't increase airflow by a measurable amount
