So here's some possibility when you have a weak wattage to crank up your system: (i sort it up from ok to worst)
1. If the PSU can handle it but always runs at its limit, they will overheat and deteriorates more quickly
2. Random freeze or crashing
3. Yes, your system gonna be wiped out, because PSU is like the heart of the system, and if it fails, it will damage the other components.
4. Worst case: Boom, fire :v

Back to the topic, i think in short term it should be fine, but IMO i would go with the 750W. Surprisingly, some people said that they could run RTX2070Super on 450-500W idk how and idk about the full spec of their system. Some said 650W already enough even the company said so in the manual, but idk about OC. 750W is kinda safe line for me, thus you can do OC with no worries. Above 750W is kinda overkill.

For CPU, i could recommend you some chips, but depends on your needs. To make it easy, more cores usually could be helpful for workstation purposes (ex: rendering video, streaming). However, triple A games demands GPU performance more nowadays. If you read the spec of those chips you want to upgrade, both ryzen 5 2600 and 3600 have 6 cores. Meanwhile the ryzen 3 3300x and 3100 only have 4 cores. LTT also make some videos about those 4 products if u want to check.
As a bottom line:
Ryzen 5 3600 (6 cores)--> good for workstation and gaming, cost more, but many people go for this chips, because of the price to value ratio you got
Ryzen 3 3300x (4 cores, 1 CCX)--> recently released, budget, gaming focused chips
Ryzen 3 3100 (4 cores, 2 cores per CCX)--> recently released, budget opinion
Ryzen 5 2600 (6 cores)--> same purpose as 3600, older gen perform 20% less, cost less
If you have money, just go with ryzen 5 3600, as it is pretty balanced card. (AU$300)
Second, 3300x, nearly performing same in matter of gaming with ryzen 5 3600, less workstation performance (AU$220)
Third, you could try the ryzen 3 3100 (AU$165)
I'm not recommend the ryzen 5 2600 tho because the performance more or less the same with my third option but cost only 30 dollar less than the newer gen. Idk about the pricing in your country but in here, it is just not worth it to be acquired now.

For the mobo, honestly i rarely see people talk about AsRock B450M/AC. From the research i did, that mobo have the similar specs with the B450M pro 4, just the AC have wireless connection.
But if you compare the asrock B450 pro 4 with B450 steel legend, steel legend offers more good quality build and the difference is only 10 dollars in here, so i just go with the steel legend.
Again, depends on the budget, upgrade path, case dimension, etc.......
