Windows BD disc burning not working

I have just purchased a blu ray drive for data backup, along with a spindle of 25 discs.

 

The issue I'm having is that Windows keeps telling me to insert a blank disc in the drive when I try to burn files to it.  So far I have successfully burnt to 1 of these discs, and 1 of them failed part way through, but the remaining 23 just straight up don't work.

 

Anyone have any ideas as to what the issue might be?  I have no idea how to test if it's the discs or the drive.
