FPS low for POWERFUL system

Or at least should be beast. I've tried everything I could think of to figure this issue out.

Problem:

Modern Warfare, in 1080p @100% render scaling V-Sync off, everything else at normal or lower, I'm netting no more than 56fps while in a match
in 2160p @65 render scaling, V-Sync off, everything else at normal or lower, I'm netting between 42 and 83fps and it's quite inconsistent.

Temps are normal, nothing hitting close to 100% utilization

 

System:

Dell Precision 7740 laptop
Xeon E-2286M
128GB memory
Quadro RTX 5000
SSD everything

I'd assume this would be more than capable of delivering some tasty numbers but it absolutely does not. And I'm at a complete loss. If anyone has any ideas, I'd greatly appreciate it.
