cpu usage 100 percent

In simple games like rocket league my ryzen 5 2600 is reaching 100 percent cpu usage and is making my game lag. Is this normal? my temps are around 70-80 in game.

 are you using the stock cooler?

 

i would turn down your settings if it helps

I am having the same issue here. I am using the intel i5 8th gen. When I first got the game, I had really no issues but now I am starting to experience stuttering and frame drops. After 3 minutes or so in game, or menu, it chills down a lil bit. But, when I load into another game it freaks out. Still don't know what is causing the issue. I"VE TRIED EVERYTHING plz help us  BTW, I am reaching around 94% cpu consistently with all settings turned down.
