I've been trying to get into record gaming videos on SLOBS for YouTube recently but no matter what I do to the settings the stream drops 30-90% of frames. I was wondering if there was any way to fix this in my recording settings or if I would need to upgrade my current setup. (I would like to record at least 720p 60fps but 1080 60fps if possible)

Encoding settings matter a lot when streaming maybe you just put in a few wrong here are my personal settings for my ryzen build pretty similar to yours. Change from simple to advanced encoder settings to start, next apply these settings in order should work like a charm.

Encoder: x264

key frames: 2

Encoding Speed setting: fast or faster will work fine (very fast set by default just change it)

bitrate (varying on your internet upload) for 1080p I recommend 4000-6000 bitrate

Preset: high

tune: film

these settings worked fine for me and all I had to do was a little tweaking

Try a reset by going to Settings --> General and Delete Cache and Restart. After rebooting your computer check again. Uninstall and Re-Download, then run the installer as administrator if it didn't work. Or just try now starting SLOBS as administrator... Don't forget to update your video drivers and other hardware drivers/software too and reboot after updating.

Okay, I tried all of these settings and played with them a little bit and I wasn't dropping frames anymore. But my recording quality still isn't as good as I would like for it to be (large pixels on the video) despite changing the encoding speed and bitrate. Any tips for that?

Sometimes reducing in game settings helps maintain quality. You could try capping your in-game FPS ?. Or using V-sync/G-Sync and see if it makes any difference.

Alternatively, you can also try OBS studio...
