AP initialization before microcode loading issue in new Ryzen build

CPU: Ryzen 5 3600
GPU: PowerColor RX 5700 XT Red Devil
Motherboard: ROG Crosshair VII Hero
RAM: Corsair Vengeance RGB Pro 3200 8GB*2
PSU: Corsair RM850x
SSD: Intel 660p 1T

This is my first build ever and i'm runing into this issue where when i turn it on, the motherboard shows the Qcode 02 "AP initialization before microcode loading", the monitor doesn't display any image, the GPU fans turn off and gets stuck there. Cant even display the BIOS. I triple checked that every cable and component was properly seated, tryed switching PCIE ports for the GPU, updated the BIOS, set it back to factory settings, but later on it didn't let me BIOS flashback anymore. 
I'm kinda lost here, i studied anthropology, so i'm not particularly knowledgeable when it comes to computers.

Do you have another PSU to try? 

Looks like this fella had the same issue, resolved with a new PSU. 2nd to last post page 3.
