I say server, but it's really just a desktop running a server OS. So, keep that in mind. Here's the situation. I had a server using a MSI x99s ack 9 and both bios failed. Now I am unable to access the bios. I have tried clearing the cmos and that doesn't help. It seems like it is a common issue for this board to have bios issue since I had another board in the past that did the same thing. It was also things that were laying around in the house.

All other parts are working fine just the board bios died. I could replace the motherboard but after looking at available motherboard it might be a better choice to pick a new CPU and motherboard all together. The things that's transferable is a m.2 sata, 8 HDD total 4x 4TB nas drive / 2x 6TB nas drive / 2 250 sata hdd, 750W evga gold psu (maybe change?), and possibly 16 gb ram (might not be usable on new board?). The CPU I had used before is an I7-5820k.

The things I used the server for was for virtualization, voip host, nas/media host, networking, streaming and variety of things that over time I do on and off.

I was thinking of around $1000 ~ $1500 give or take as the budget.

Maybe Intel Xeon Silver 4208 and SUPERMICRO MBD-X11SPA-TF-O? Or maybe an Intel Xeon E processors?

I would say latest generation of HP server within your budget, but not sure if your drives would work with it.  The out of the box servers are just easy to work with.  Are all those drives 2.5" ?  If so then a good ole DL380 or DL360 would work, but not so much with the m.2.
