Long boot Black screen with white underscore

My Computer has an os issue and I needed to redo windows before reset my computer would still boot fine but after it would power on show a black screen with a white underscore then it would resize moving the underscore to the top left (this would take about 10 to 12 seconds)  then it would boot to auros logo and would start spinning the dots it would go to a black screen and then the auros logo would reappear. I've swapped ram thinking it may be the issue

Unit does boot to windows but taking way longer than normal

32gb ram 4x8gb corsair vengeance pro rgb 3000mhz overclocked to 3200mhz (but returned to 3000mhz during troubleshooting no difference, issue still persists )
