computer bricked. no post checked the thread

(I have posted about this before but it has bean long enough I decided to let that thread die)

specs:

cpu: phenom 2 x4 955

gpu: radeon 5700m

RAM: 6GB ddr3 1333MHz CL timings 9-9-9-24 model no. G.skill f3-10666CL9T-6GBNQ

mobo: MSI 970a-G43

 

so my PC does not post. I have made sure everything works except cpu and mobo in another computer. A odd thing about this is when I have anything on a pcie slot the fans floor it. Otherwise they act kinda like normal. as I don't have a igpu I can't 100% that it isn't posting but the USB ports don't receive power so I doubt.

I live in misery USA. my timezone is central daylight time which is either UTC -5 or -4 because the government hates everyone.

UPDATE: the only things I can confirm don't work run on 5v but I know my PSU works as I tested in a different system.
