So the issue is that I can't run any in-home streaming application using my desktop PC and I'm not really sure where the problem is.

Steam in-home streaming, virtual disktop for the oculus quest, bigscreen hosting, and the Nvidia home streaming thing, non of them are working on my desktop pc, however they are working perfectly fine on my laptop.

I tried a fresh install of windows and same thing keeps happening

So my build is (i5 7400, RTX2060, 16GB RAM) so im pretty sure that it should be capable of it, I think the issue might be with setting up the network for it or enabling something in the bios but i really am not sure. I'm using an ultrawide monitor and i know sometimes it causes issues with some games so that might be it ?

the laptop is a MSI GT62VR (i7 7820HK, GTX1070, 32GB RAM) and it works flawlessly with streaming

any ideas anyone?

Assuming both systems run the same OS, you are most likely looking at a network share* - settings or antivirus/Firewall problem.

(*loosely translated, might be called slightly differently in actuality)

I only ever used steam in home streaming, so thats what im focusing the troubleshooting on:

You want your network (right corner in the system tray) to be a “home network” that allows sharing of files and access from PC A to PC B, so the PC's need to be allowed to show up in the network. (don't confuse this with remote desktop, it's different.)

If you use your laptop over Wifi it could also be why it works, as some routers treat wifi differently than LAN connections, in terms of “access”, as printers, smart TVs and such are almost exclusively run via wifi the restrictions can be less “harsh”.
So check your router settings if necessary. Especially if it's an ISP provided one.

Lastly, it might be that any antivirus, firewall or windows defender blocks this or rather is missing an exclusion for these programs.

or, it could be something simply as “right click on the application” - “run as admin” ..
