Unable to install Windows Update

I'm getting an error "Error 0x800f081f" when trying to install the 2019-08 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4512941)

 

I've tried running the Reset Windows Update Tool, but the results were the same. 

 

Some searching on this error code points to installing .NET 3.5, which I did. 

 

I'm running Windows 10 Pro 64 bit 1903 Build 18362.327

It's on a Ryzen 3700x MSI Pro-A motherboard with 16 gigs of ram. Newest drivers/bios have been installed.

 

The OS has been upgraded over the years but runs totally stable.  

 

What should I try next?
