Anytime I try, I get two errors, after fixing one the other one reappears in a annoying loop

Right now when I try and reset it says “A required drive partition is missing”

and what I think fixes it, it then says “The drive where windows is installed is locked.” after I think I fix the first issue. fixing bootrec doesn’t work, formatting to fs=ntfs doesnt work and formatting to fs=fat32 doesn’t work cause the volume is too big. Im at a loss. No clue what to do.

still same error message
