Laptop NSIS Error

I was reinstalling Windows on a HP Probook 470 because it was full of random software and really slow.
After installation, everything I tried to istall got the NSIS Error: Couldn't start launcher.

I tried to do everything the internet said. (Clear the cache, scan the computer, disable antivirus, etc.)

Then I got a new HDD because I thought it might fix it. And after another installation of Windows, the same error pops up.
Is there anyway of fixing it or is it toast.
