Dell Laptop Battery Problem

I just bought a Dell Inspiron 13 7000 series laptop

When I first used the laptop it worked perfectly fine at full charge. Once i get to around 70% battery life, any time that I do a restart or turn the computer off and turn it back on later, It pops up the battery is critcally low even though I know its not. I can continue to use it even with a critcal battery and it only saying 2 minutes remaining on life. I have restored the OS as well as dell replaced the battery but continues to do it. I have read one article about it that someone said it could possible be a software side issue but they did not say if there was a solid solution. I have nothing running in the background and all the bloatware has been removed. I am running Windows 10 1903 Update. It doesnt necessarily prohibit use but it does make using it extremely annoying. My specs are I7-8765U, 16GB RAM, 256GB PCIe SSD, Integrated 620 Graphics. If anyone has a similar issue or a solution that would be awesome, open to all ideas.
