Can't put my fans on low rpm

I have 4 fans connected to my NZXT Kraken X62 and they go all the way from 25% to 100% pwm. However my Strix 1080Ti decided that it won't let my Asus FanConnect-ed fans spin at anything lower than 44%. Does anyone know how to make it go lower/edit the config file that has that 44% number saved somewhere? They're the same fans (Noctua NF-A14 iPPC-3000 140mm PWM) so I know they can go lower.

If I understand you correctly you should use speedfan and control your fan speeds granted its 4 pin connection

I'm not sure if you can actually use something like speedfan to control it as the fans are controlled through the GPU as I want them controlled by GPU temps.

Oops sorry I thought your talking fans on case or CPU HSF.  If you want to control the GPU temps and set a fan curve then grab MSI Afterburner.

Afterburner can control the fans through the fan headers on a Strix card? I actually have nothing plugged into my motherboards case fan headers, but if afterburner can control those with gpu temps I'll just go with that
