PCIE voltage unstable

pcie voltage  indicator of my gpu keep blinking while i  start a game.it's usually normal when there is no load on gpu.

so for the safety i stop the game and  change another 8 pin power connector.but same problem.

254 gb ssd

2tb hdd

650w 80 plus gold psu (cooler master)

monitor 1080p 60hz
