how to know if a MB is good and enough for Over Clocking or not ( with ryzen processors(any ryzen for the upgradeability)(i know that ryzen and intel will probably be the same) )

it would depend on how many phases the VRM uses 2x4 3x4 3x2 1x4 (Phase Power Design) better boards have more draw potential more phases = less stability issues generally. Bios's and bad ones at that can be a factor depends on model number really and the chip-set. some bios are well known for throttling. locking up so on an so forth depending on the chip-set involved regardless of temps and settings.
