Hi, i just got the i7 9700k 5 days ago, it looks strange as the CPU is at idle the temp is really low the CPU utilization  is at 1 to 3%, but it is always working at 4.9Ghz

is this normal?

Thanks

Ohh yes you'r right that, was it.

i don't are about electric bills, i just care about the CPU, and performance w/o affecting the CPU

what setting should i leave it on?

Not familiar with the tool you are using and the accuracy of it. Is that intel extreme  tunning utility ?

Its important to know the CPU as whole is probably not at 4.9 GHz .if anything it’s a single core at that frequency. I’m not totally familiar with the exact way intel implements when you boost a single core and how much based on load. There are also some features in the MB bios and even just in windows that can enable the boost frequency at all times for example you could look into. It’s not likely to damage the CPU. Powerstates are primarily to conserve power for laptops and cooling limited situations which desktops don’t usually run into at the intel spec. Obviously in OC situations that’s not true.
