When I'm in Lion's Arch or any big cities, as well as any gathering of large number of players, my game dips down to near 30 fps. Granted the resolution I play at is 3840x2160 but I do have a 1080Ti with a ryzen 1700 at 3.75 Ghz and 16gbs of ram but when I checked my task manager, none of my pc components are utilized over 55% except for the ram which is at 75% because I have chrome tabs open in the background. In fact both my cpu and gpu sometimes even hover at around 35% in these situations. Is there a way for me to utilise the resources of my pc better?

GW2 engine is old. Like many MMO, fps will tank when there is a lot of characters in the area. It prefer strong single thread performance.
