The article is just a repost of an IGN article in January, the author even states that it's "doing the rounds again", though that is most likely due to them writing the article. 
 
Nothing in the interview suggests that Valve isn't working on or won't make HL3. 
 
OP should have at least investigated rather than posting some click-bait article. 

It doesn't say anywhere in that quote about not working on half life 3, this title and the huffpost article are pure click bait

If you actually read the quote, it says nowhere that they aren't going to make Half-Life 3.
