Yes, you are correct. Romania as a country jumped into the top 5 speeds in the world on Bloomberg recently, but their average speed comes in behind South Korea. The price index seems to take into account the GDP of the country as well. Romania's GDP is around 1/5th of South Korea. Meaning, an average person in Romania makes around $950 a month while an average person in South Korea makes around $3,000 a month (according to ILO's monthly wage). So technically, paying $30 in South Korea would be cheaper then paying $15 in Romania since there's more disposable income. Which is also why I think the U.S. made rankings this time. $70 for Google Fiber sounds like a lot, but the U.S. has the highest GDP, and one of the highest income wages.
