perfect! I know I've said it probably 1000 times but thank you again for your time. Now I have a plan on what I'll need to upgrade. Proper case -> Better CPU -> Better monitor and I should be set. If there's anything I can do for you just let me know (allthough there's probably nothing that I can help you with, which you don't already know yourself lol)

Sadly theres not enough space at the top. But I ran it with panel on and got 81 °C after Benchmark and 1.875 Ghz clock speed. Guess it's a new case then lol. Thanks a ton again! Hope you're having a wonderful day and stay safe

my bad for getting annoyed, bad headache (no reason to be an ass anyways)
 
you can run with side panel on, if you have no pets or small children until you buy a new casing
 
or you can shift the radiator to the top(?), i think i see a big enough space for a 240 radiator
this allows more fresh air to cool the GPU. you can move 2 of your case fans to the front as intake, should improve temps by a bit

I do absolutely believe you. I'm just trying to figure out if I maybe I did something wrong, when installing the card, have driver issues, hardware issues, if the card itself is faulty, etc... The bottleneck calculator just adds to my confusion. But if the card is performing as expected and I know that the cpu is the one holding it back, then that's fine by me. It's just that I wanted to find out, what the issue was, why my PC wasn't performing as expected. I thank you for your kind help!

what does it calculate based on? I can name a few things i can do on a rtx 3090 + core 2 duo system
i can also name a few things i can do on a 3900x + gt 710 system
 
it depends on what you do, and what you're doing is limited by your CPU as shown in the benchmark
if you dont believe me, download MSI afterburner, include RTSS (rivatuner statistic server) and enable the overlay to show your GPU and individual core usage
at 0% gpu bound, your GPU usage shouldnt be pinned at 99%, it'll fluctuate below that (i suspect 60-90%, depending on scene)
