    I believe alex did a review on some laptops which you may be after on shortcircuit, might want to check it out if its wverything you're after. Other than that, I don't use laptops anymore so I can't give you my own opinion on whats a decent laptop with specs like that.

    -HP Envy x360 with R5 4500U or better
    -Lenovo Ideapad 5 15 with 4500U or  better
    -Asus Zephyrus G14 with 4600H or 4800H (if within budget)
     
    If you want the best CPU performance, ryzen 4000 is the obvious choice. The U series will probably suit you more as the H series are often paired with discrete GPUs in more 'gamery' and less refined designs, although they will be more powerful.
