It says that it is running at 1650 mhz but in games like mh world it doesn't look any different than my 1050ti

I recently upgraded to a gtx 1660 super dual fan from Zotac. However i noticed it was severely underperforming, then i opened the nvidia performance tab and it showed a base core speed of 645 mhz with no options to change it According to my research it should have a base speed around 1600. Any tips?
