In my opinion, an SSD, but also HDD is a must to have (unless you have a NAS at your disposal). As you will want the speed, but also space to save your files.
16GB is also a must, as digital art files - especially the larger one - will need such room.
If it is at all possible though, I would suggest saving up just a bit more. While the build mentioned above is alright, it does lack proper room to expand and especially the CPU is a part which could be much better, if you just have like 50 USD to spend more.
So perhaps a second hand computer might be a better deal. Not sure what the market in the Philippines is like, but perhaps you could look into purchasing a second-hand computer from someone and maybe upgrading the RAM or something?
Where I live, I see Ryzen 5 1600 + GTX 1060 builds for 500 euros. Just add some more RAM (for about 40 euros) and you have a competent build.
Corel Draw is mentioned in the original post, which is a digital drawing program.
But it would be helpful to know OP's scope of these project (e.g. resolution).
