    I don't think any PC in existence can drive Tombraider and Metro at 1440p 60fps.
     
    If all you're doing is gaming that's totally overkill, and you can't really get much better than this.

    64GB of ram is wayyy overkill for gaming, get 16 gigs
    A 3800X is equivalent/beats performance of 9900K at 1440p and is cheaper and cooler
    You don't need NVMe for gaming, it only makes loading times 1 second faster vs SATA
    watercooling is not for beginners and isn't much if at all better than air cooling
    2080 super is only slightly better than a 2070 super whilst being way more expensive

    Stop there. Enabling RT is a crapshoot on performance.
     
    I'd leave the RAM maxed out but maybe lose the optane module. Optane is just another SSD, and is basically an alternative to buying a fast SSD paired with a slower mechanical HDD.
     
    If you install the games on NVMe, make sure that it's running at x4 not x1, if you plug it into the wrong slot, it may take the GPU down from 16x to 8x.
     
    getting 60fps with Raytracing on, is not predictable as the technology is proprietary and bleeding edge. What we have learned from nVidia is that they don't like standards, and games that use nVidia API's end up with issues with AMD cards. 
     
    Like at this point, it looks like you picked everything short of going to a HEDT.

    You can't really build a better PC, the only GPUs that're an actual upgrade are the 2080 ti and the titan RTX, otherwise you're looking at about the best performance you really can get (it's not even a huge upgrade)
