    That's where I got the info from.
    I believe it will not allow you to do anything else until you dismiss the pop-up, not sure if it actually kicks you to the desktop.

    Yeah, you can use Window 10 for free, it just gets more annoying over time (every x hours a pop-up comes up to activate windows)
