    i tested the same
I found the flickering electrical outlet, the problem was not solved.
when I turned on the light of the room, my monitor was closing and turning on
I fixed this monitor when I plug it into a non-vibrating socket

Sometimes I see this problem increase.
    Sometimes I see it decreasing.
Maybe there will be a result.

I think too, maybe he damaged some chips of the LCD screen, I wanted to try to bring the PC to my grandmother to see if things changed but unfortunately I can't because in Italy we are experiencing the coronavirus epidemic and our government has recommended us to stay home, but I sent an email to nvidia to inform him of the problem, I linked all the videos of users who have this problem and I linked the forum where we have been trying to solve it for three years.
maybe a solution can be to buy a new screen and attach it directly to the power outlet without extensions, because I noticed putting my old playstation 4 immediately the problem appeared on the tv, so I think it is a monitor problem or too many extensions attacks that can overload electricity and manifest this annoying bug

    @LilStormi

It has to be something related to it. After I gave up searching for answers I thought maybe I should try to see if it is electricity related so I took my PS4 to my aunt who lives in another part of the city and boom, the PS4 looks exactly as it should. Her home gets electricity from a different power plant..company..thing.. I'm dead fixed on this, nothing can change my mind.

P.S. So that people don't think I'm crazy, I invited 3 friends that own a PS4 and all agreed that it looks bad in my home (they also live in another part of the city). Also tested on 4 TVs in the house.  Now I must see what to do with this....information... Anyway, just thought I should share this. Now I know, it may not be a fix for everyone but it helped me. I'll get to the bottom of this, sooner or ...sooner I hope.

I tried uploading to Vimeo but it also converts the video to a lower quality. You can still see the issue in this one tho:

Hi, I'm new to the forum, this problem started in me 2 and a half years ago, it happened as follows, a friend had this problem but I didn't have it yet then I used another monitor but the same computer after a while the monitor that I used it, it burned suddenly but I did not have this problem with the pixels, even though we did not have the maximum settings in games and only used the resolution of 1080x1920 still these pixels did not appear flickering, after I changed the monitor with a gaming one 1ms 144hz etc everything looks how can it be good because the old monitor was a bit smaller but was doing its job, after 3 days my friend who had the problem asked me if I could come with the new monitor to check if something changes in case if the problem was really the monitor, after mounting the monitor to his computer I turned on everything and tested a game I noticed that nothing changed for him the pixels that flicked were still there ... then I went home and I held the monitor back, and suddenly the logo of the monitor seemed a bit pixelated but I did not realize the moment after I tried to play something with the new monitor, I tried CS GO and GTA V and a few other games besides, actually I was watching the monitor and I realized that the problem came to me as well, it all seems as though the resolution was not the same even if it was still 1080p all the games flickered very bad no matter if I tried 4k or any method of removing the pixels that flickered nothing changed MSAA , TAA .... etc nothing changes
Since then I still ask myself this thing is transmitted through Electricity and remains permanently in components .... because I did not do any driver update then I just did this gap in trying my monitor on someone with this problem. .
To me, this problem seems to be only because of Electricity because it has been shown since then on TV and on the phone and on the console.
I think this is the problem and even if someone checks Electricity in the house to see if it is working properly or not and even if it is not working properly and that person fixes the problem, I do not think something will change in the case of our problem because this strange symptom has appeared from nowhere, and it seems to remain in components as well as in electricity, so practically if you buy a new video card or a new PC you will have the same problem.
If that is how all this works after my opinion ...
Have a good day / evening everyone.

So I had to jump through some hoops, way less than others would have had to, but I eventually did get to speak with two very friendly Nvidia techs.  Unfortunately, the facility I went to focuses primarily on driveress-automotive technologies.  However, they assured me the letter I handed off to them would be delivered to those who might be able to help in Santa Clara. Overall, it looks pretty good guys. Now as for that petition I'm working on, I'm almost finished figuring out exactly what we want it to say. Will keep you all posted.

Ive done just about exactly what your about to do but without the email and downloading of games via flash drive,  interested in seeing if this works.  Keep us updated,  I’m still in talks with Nvidia at this time and have been sending gameplay footage,  so we can wait to see where that goes as well.

I also do not notice this in old games. Half Life 2, for example, looks great.

Well I may have some good news,  I’m about to buy a gaming laptop with a full RTX 2080 not this max-q shit and it’ll set me back a cool 3K.  Good news is their 100% refund policy let’s you return it within 30 days for absolutely any reason.

The reason this is good news is because I’m going to be booting the thing up with internet at my shop 30min from my house,  I’ll be testing some games there.  I’ll try gaming without charging,  while charging and after charging to see if it all looks the same,  as normal.

Then I’ll head back to my house and test it without being plugged in,  while charging and after being charged.  This should give us all a good idea of WTF is really going on here.  If it fucks up after being plugged in then it’s electrical,  we’ll just have to see.  I’ll update you guys ASAP!

it came back to normal at the first boot of my pc (upstairs).
    Theories:
Not sure, maybe the electricity downstairs doesn't have a perfect sinus phase?
