    In Throttlestop: Go to FIVR, under turbo ratio limits, set lower values for higher cores
    eg 1 core 40, 2 cores 35, 3 cores 30, 4 cores 25
    I think you've confused between turbo boost ratio limits and turbo boost power limits+duration. Both are entirely different things. Don't change anything in the power limits+duration

    fan control problem, no solution unfortunately
    lenovo doesn't provide fan control, speedfan will not work
