I think HW monitor can do this. Ya, so it looks like no new PSU. I mean you could just gut the computer keep the ram and CPU (I mean assuming it uses the same chipset. You would have to check that, I think you can but just double check with a little googling) and storage. Other than the GPU you have some alright parts a new case PSU and GPU wouldnt be a bad idea.

Probably the RX 550 would be your best option, could you perhaps upgrade the PSU or is it one of those locked perbuilts or whatever? I think the RX 570 is good too but i think that card is pretty power hungary. What's your power usage now?

I think there is a "photoshop lite" or whatever on the windows store. (however, I do not know if you change the res through that edition, also there is always the free trial too) I have no experince with this software but I have heard GIMP is similar to photoshop so maybe there?

Cant you change the res of the picture in photoshop, I think i did that as a quick fix once for a few of my pictures. My soultion is too a shot in the dark

Can you select the liftoff rate for the mouse in Ghub, I think it should be 1 or 0. I cant remember current(Give that a quick Google, couldnt find it right away for you). How about polling rate? Have you played around with it to see if that fixes the problem?

The cable management is great! Can I suggest a little RGB flair for some eye candy? I would have spent that little extra money for 3600 ram for that 3rd gen ryzen. Looks really good man, great work. Happy rendering/gaming

an RTX 2060 or GTX 1660 is more than enough for good frames. I have an RTX 2060 and I run all my triple a games on ultra ultra with a minimum of 60 FPS on 1080p (I have a terrible processor that doesnt like my ram speed) -
I would say its overhall time. Your CPU is pretty old, your ram is also fairly old and you have an entry last GPU. If you can wait, there is a whole new line up of GPU's and CPU's in the pipeline (Google Ryzen 4000 and RTX 3000). I would wait until then (would be about mid september) to do any upgrading. If you really cant wait RTX 2000's and Ryzen 3000's are a good option. (For now...)
