How would a 7820x perform? Is this over kill with a gtx 1070ti?

Any recommendations for premiere pro spec ideas for £1500 budget? I was thinking Gigabyte x470 32gb corsair vengeance ddr4 2666mhz 4x8gb 8gb amd Radeon rx vega 56 / or a gtx 1070 ti 8gb m.2 256gb for the os and premiere pro 500gb ssd editing drive 2tb seagate barracuda pro Any ideas? I was going to use pc specialist due to warranty and time
