    I have found the culprit on mine. The Ryzen 2200G on x370 chipset is running 3.0 x8 pcie lanes.

    actually when I click that question mark on GPUz and performrender test, it changes to 3.0.

    Same problem here Rx480 running on x370 board with ryzen 3 cpu. Somehow I feel good because it is not an isolated issue.
