This will hopefully be the only time I have to post about a situation like this, and I hope this doesn't post multiple times considering the servers seem like they aren't doing so hot at the moment.
i bought a GTX 1650 (4GB model if that means anything) from someone on a popular buy/sell site called Letgo. It went pretty well, no issues at the time until I plugged it in and found that the fan would spin for a moment, then completely stop. Zero detection from the BIOS or the driver/Windows by default. Taking the heatsink off to evaluate the chipset's authenticity and the general health of the board, I found that there was an area that appeared to originally have a capacitor, with visible points in the soldier where posts used to be. Checking with the seller, I ended up blocked and scammed out of 110$. The seller had removed the serial number from the board (i didn't notice this until later) to prevent me from checking for any possible RMA options. (Multiple reps told me that considering that it had no serial number, they would not be helping me any further with the card.)
Getting to the point, I've attached a few pictures of the board and the location of the pads for said capacitor, and I could use all the help I can get in identifying what the values for the capacitor might be. I'll be blunt and say that I don't have the money for a third party repair shop to take a look, so I can't go that route. As much as I wish I could just ask PNY for information, crowdsourcing info in the most tech-savvy forum I know of seems like my best bet.
As far as my PC is concerned, it's running Windows 10 Pro x64 on a Gigabyte Aorus Z270X-Gaming-5 board with an i7-7700k, BIOS version F10b (the latest from my knowledge) and a 750W power supply.
