Florida or Montana, won't matter as people in the US don't measure ambient by outside air temps. We use our HVAC 24/7, so what is your ROOM set at? As a PC heats a room, ambient can rise depending on the room setup. My office is 5c+ warmer than the hallway outside, for example.
Ambient and CPU temps are a direct relationship, not exponential. if ambient goes up 5c, then CPU temp goes up 5c. Not 10-20.
That said, find out what IDLE means for your machine. What is happening in the background, as 60-65c is way too high for a machine not doing anything.
Check your CPU cooler, see if it's sitting properly. Is it aimed front to back to align with the airflow?
What GPU do you have, that's dumping heat into your case?
